The office of the Principal Commissioner of Income Tax, Dehradun gave willingness to start e-Auction in their department for auction of golden forest real estate property located in Mussoorie. Since the department is going to start e- Auction for the first time, they have requested for an introductory training and for overview of e-Auction process. As per written schedule received from Tax Recovery Officer, Dehradun, half-day training-cum-workshop on e-Auction was organised at Training Room of Income Tax Office, Dehradun on 23rd December, 2019 from 11:00 AM to 2:00 PM. The training session was chaired by the Nodal Officer cum-Tax Recovery Officer, Mrs. Meena Bisht, and attended by 6 other officials (ITI/ITO) of the department.

Since the department was not earlier aware about e-Auction, the presentation was started by defining all basic keywords and terminologies prevalent in e-Auction process viz. type of auction, auction category, maximum seal percentage, elapse time, and auto extension time in minutes. Also fee details like Auction fee, EMD, and Solvency Value were explained in detail. There after Nodal Officer’s DSC registration, and creation of new department User by the Nodal officer was demonstrated. All possible roles which may be given to a new user were also described and elaborated. The following modules of entire e Auction process were step-by-step described:
1. Auction Creation and Publication by the Department User
2. Bid Document Submission by Bidder
3. Bid Document Approval by the Department and Viewing by the Bidder
4. Live Auction Participation by Bidders
5. Auction Evaluation by the Department and viewing by Bidders
6. AoC by department and Viewing by Bidder
7. Auction Corrigendum
8. Procedure for Preparation of Multi-lot Template
During the presentation, doubts and clarifications raised by the participants were answered. The home page of Govt. e-Auction portal – https://eauction.gov.in was shown and all buttons/links/modules of the web portal were explained.
