As per the request of Commandant (Admin), ITBP Academy MHA (Govt. of India), Mussoorie, a comprehensive lecture/ presentation was delivered on 16th & 17th January, 2020 to a batch of Assistant Commandants (25 nos.) at ITBP Training Academy Mussoorie.
The lecture was delivered on following topics as mentioned below:
- E-Procurement as supplier exchange, uploading Tenders, Advantages of
- E-Procurement, E-Procurement software
- Benefits of Global Perspective, Registration, Login Procedure, Challenges.
- Introduction to Web Learning Program by NIC
- Future Trends in E-Publishing, Contract management
- Exemption from Govt. Departments, Infrastructure Requirement to use CPP Portal
- Mission Mode Projects, and E-Governance
- Issuing Agency, Kinds of DSCs, Cost, Means of Obtaining, Validity Period, and Legal Status

At the outset, background of the GePNIC system was elaborated like from which place project originated, when started and year-wise Tender statistics etc. Major types of GePNIC implementations and major Users of GePNIC were described. A few of GePNIC noteworthy statistics were highlighted. All about CPP portal like why? What to do? Exemptions and Provision were explained in detail. Phased implementations of GePNIC and under GFR-2017 Rule -159, and Rule-160 were highlighted.

A pictorial comparative chart indicating features of ePublishing vs eProcurment were displayed. Online tender process and objectives of the GePNIC system were explained. Various Standards which Govt. e-Procurement System adheres to were also highlighted. Security and authentication features used in the GePNIC system were explained and technology used was also highlighted.

On 1st day the presentation on “How to create and publish tender”, and “How to create/publish Corrigendum as well as Technical Opening, Technical Evaluation, Financial Opening, Financial Evaluation and Award of Contract (AoC)” processes were described in detail. Meanwhile queries and doubts raised by the participants were taken up side-by-side and answered successfully.
Various types of BoQs, JRE, Tender Document, NIT, types of tender viz. Open Tender, Limited Tender, Limited Open Tender, EOI, Turn-key, RFP etc. were described in detail.

On 2nd day of training, in a live session, a test tender was created online and published on Demo portal (http://demoeproc.nic.in). Before this a BoQ (Bill of Quantity) creation and validation was shown to all. A corrigendum was also created and published against already published tender on the demo portal. After this, a presentation on e-Governance and Mission Mode Projects was given and various initiatives taken by central government under e-Governance and Digital India programme were elaborated.
At the end, the two day session was successfully concluded with vote of thanks and greetings were exchanged enthusiastically.
